The New York Post is reporting the following:
“The four officials supposedly out of jobs because of their blunders in the run-up to the deadly Benghazi terror attack remain on the State Department payroll — and will all be back to work soon, The Post has learned.
The highest-ranking official caught up in the scandal, Assistant Secretary of State Eric Boswell, has not “resigned” from government service, as officials said last week. He is just switching desks. And the other three are simply on administrative leave and are expected back.”
If true, this is yet another example of why bureaucrats like Robert M. Cowan and his cronies at USCIS thrive despite dismal failure in their positions. Even now Cowan’s proteges are populating the higher echelons of USCIS, and just as in the above State Department story where bureaucratic failure led to the death of Americans, the death, injury and victimization of Americans, legal and illegal aliens across America due to USCIS’ failures has had no effect on the conscience and behavior of those in Washington D.C. who are well aware of Cowan’s role and responsibility for allowing thousands of criminals into our communities across the country.
Many in Washington who have been aware or made aware of Cowan’s incompetence and civil, if not criminal, negligence, in the conduct of his duties would no doubt attempt to explain away Cowan’s culpability by lamely asserting that anyone in Cowan’s position as head of the NBC could be accused of allowing some percentage of criminals among those receiving benefits from the NBC, but many of those same people especially seniors in the USCIS, current and former, and key Congressmen and women, especially from the Missouri delegation, know that Cowan intentionally crippled the adjudication process at the NBC for his own and others’ financial benefit. Individuals in the Justice Department know very well that the NBC while processing applicants for benefits were not even consulting Interpol thru the Justice liaison office until 2006-2007 and even then the process had some serious flaws. Other failures to check key databases before awarding benefits were well documented , but not properly explained, during Congressional hearings in 2005-2006.
Yet, despite the knowledge among some members of Washington’s inner sanctum, which includes individuals from the government, NGO, and the private sector (incl. media), not one American bureaucrat or Congressman who would be in a position to make a difference has demanded that Robert Cowan be fired/investigated for the cronyism and corruption that has run rampant under his watch. In the wake of 9/11 it was incredible that individuals like Cowan were allowed to remain and prosper in such a key bureaucracy. Instead, Congressmen like Cleaver from Missouri on the Homeland Security Committee knew about Cowan and allowed him to run amuck. Congressmen, like Cleaver, and staffers even gave Cowan cover as they attempted to stonewall and obstruct constituents and whistleblowers who came forward to Congressional offices and attempted to protect the American people and themselves from Cowan’s actions. Why? Headlines like this: U.S. Citizenship and Immigration Service to create 800 jobs in KC area go a long way to explaining why. In short, they sold out the American people for their own personal and shortsighted benefit, they embraced Cowan’s behavior instead of finding it repugnant.
Washington’s indifference to bureaucratic incompetence and malfeasance has hit a breaking point, I saw first hand, up close the collapse of the Soviet bureaucracy in the early 90s. There is very little difference between American bureaucracy today and the Soviet bureaucracy of the 80s. We now have senior members of government at the Congressional and Executive Director levels who protect and promote the most incompetent and corrupt bureaucrats, the Cowan Principle, while putting in danger, (life threatening danger, i.e., Benghazi), the most accomplished and competent government servants serving the American people, and obviously the American people themselves.
This Cowan Principle is flourishing just not in isolated agencies but across agencies, and across federal, state, and local levels. Surely, when Congress and the 9/11 Commission spoke about the importance of sharing among government agencies to prevent the next 9/11 they were not promoting sharing corrupt practices and practitioners? Yet this is where we are at, no one is held accountable for mistakes or misdeeds, Cowanism reigns.
Despicable? Yes, but as long as the Cowan Principle rules in Washington, Americans and want-to-be Americans will never be safe, and We the People are defacto ‘ruled’ rather than rulers in our own land.
